Tim Scroggins, 32, was recently sworn in and said he's "loving it." He spent five years as a police officer in Woodville working narcotics and also spent a year as a Tyler County Deputy Sheriff.

Scroggins replaces Officer Jeremiah Gunter, who went to work for the Orange County Sheriff's Office.

He and his wife, Kelli, have an 8-year-old daughter named Peyton.

Police Chief Tommy Bartosh said that Scroggin's law enforcement background and the fact that he's a seasoned police officer made him stand out from the pool of other applicants.

"He has a good track record and he was recommended by several in the criminal justice field," Bartosh said. SPD supervisors also judged applicants on their personality, appearance and knowledge.

"I always supported an aggressive department in drug enforcement to keep our streets clean from illegal drugs. I think he will be an asset in that,"Bartosh said.

The Baltimore school board has named J. Keith Scroggins to the permanent position of chief operating officer.

Scroggins, who previously headed the Bureau of General Services at the city Department of Public Works, has held the job on an interim basis since June. He replaced Eric Letsinger, who was fired after taking 10 school system and city employees on a fishing trip. Letsinger paid for the trip himself, but there were questions about whether he intended to use public funds before details were made public.

The chief operating officer oversees more than 1,000 employees in departments, including transportation, food services, school police and facilities.

In other action, the school board appointed Barbara Wheeler, an associate superintendent in Cecil County, to the newly created position of deputy officer for academic achievement.

Wheeler's position replaces the job of deputy chief academic officer that was held by Frank DeStefano, who resigned this month. But while DeStefano oversaw only middle and high schools, Wheeler will oversee instruction from pre-kindergarten through 12th grade, said school system spokeswoman Edie House.

System officials did not release the salaries for Scroggins or Wheeler.

- (09/22/06)-- Police say they think they know fired the shot that hit a 10-year-old fourth grader at Dort Elementary School, in Flint. As of right now, however, they say no one is in custody, and there are no warrants for any arrests in the case.

Nearly 24 hours after the shooting, investigators say they still have very little information about what happened.

A neighbor said that she saw the boy, who has been identified James "Coby" Scroggins, playing in his front yard at around 6:30 p.m. She smiled at him and he smiled back, but as she looked down at a book, she heard a gunshot.

"I heard something that sounded like fireworks and then Coby grabbed at his stomach and started staggering toward the car. That's when his brother came running out of the house and told me to call 911," said Alice Bates.

Police confirm the boy was shot one time. It's unknown where the shot came from and where on his body the boy was hit.

Police did say that only one shot was fired.

Jamie Turner says she knows the boy. "Someone called me and told me Coby had been shot. He's such a sweet young boy. Why would someone do something like that?"

The boy was taken to Hurley Medical Center, where he is listed in critical condition.

Coby is Flint's third young shooting victim in as many months.

Back in July, five-year-old NiYauna Jones was killed in a drive by shooting while she was riding in the back seat of a car

Then in August, nine-year-old Victoria Taylor was accidentally shot and killed by her brother's ten-year-old Friend. Taylor, her brother, and the friend were home alone when the Friend got his hands on a loaded shotgun in the house.

Obituary - Lincoln News, 6 January 1898

A telegram was received today from Crown Point, Ind., announcing the death
of Russell Scroggin, formerly a Logan County citizen but of late years a
resident of Portsmouth, Iowa. The deceased was a son of Russell Scroggin
of Mt. Pulaski, brother of L. K. Scroggin, and for many years was a cashier
in the First National Bank at Mt. Pulaski. The germs of consumption took
root and Mr. Scroggin went to Iowa, where he started a bank, afterwards
reorganizing it as a state bank and serving as cashier. The physicians of
that place gave up hope and he was sent to Colorado, but to no avail. He
then placed himself under the care of the Chinese physician at Crown Point,
but no good resulted and death came as a relief at 8:15 this morning. He
leaves a wife and two children to mourn his loss. The deceased was an
uncle of Mrs. A. G. Drobisch and a cousin of Mrs. A. L. Anderson. Nothing
is known of the funeral arrangements.

Obituary - Lincoln News, 10 January 1898

The funeral of Russell Scroggin was held Sunday morning at 10 o'clock at
Mt. Pulaski. In spite of the inclement weather, a large concourse of
people was present to pay a last tribute to the dead. The Modern Woodmen
of America, Mt. Pulaski, attended in a body. Rev. Dabney had charge of the
services and, after a beautiful sermon, the remains were taken to the
Steenbergen Cemetery and laid to rest beside the sleeping mother.

Obituary - Mount Pulaski Times-News, 16 March 1933

Carl Scroggin Killed Saturday

The murder of Carl F. Scroggin, 28, of 2004 Keys Avenue, Springfield,
Illinois, whose body was found about 8 o'clock Saturday morning, March 11,
in a cornfield near Twentieth Street and Watch Avenue, in the northeast
part of Springfield, remained a mystery Saturday night. He was shot
through the back near the left shoulder.
At first it was believed that Mr. Scroggin had been shot while picking up
coal along the railroad track. The bullet removed from the body, however,
appeared to be a .25 caliber automatic bullet. It had a steel jacket and
blunt nose.
State's Attorney Alfred H. Greening, of Sangamon county, called in several
railroad detectives Saturday night for questioning, but found that none of
them used a pistol of such small caliber. Arthur Hall, Alton railroad
special agent, said that none of his men were stationed in the locality of
the shooting.
The tracks near where Scroggin's body was found are used by the Baltimore
& Ohio and Alton railroad and the Illinois Terminal System.
Members of the family said that Mr. Scroggin left his home between 5:30
and 6 o'clock Saturday morning, saying that he was "going after a chunk of
coal." Police said they found several chunks of coal laying along the
tracks. Scroggin had been out of work all winter and there was no fuel in
the house, the family stated.
When Carl failed to return home in a reasonable length of time, his family
became alarmed and began a search for him. The body was found in a
cornfield about 200 feet from the railroad tracks by Charles Boyer.
The inquest into the death of Carl F. Scroggin was held in Springfield at
10 o'clock by Coroner J. P. Knox. Arthur Jones, 1055 North Sixth Street,
a guard at the Sangamon mine, told police Saturday night that he fired to
frighten three men who boarded a car of coal which he was riding in the
vicinity Saturday morning. He fired twice to frighten the men, he said,
then stumbled and fell, firing a third shot as he fell. He said the three
men ran away, two in one direction, and one in another. He said he did
not know he had hit anyone, but decided to report to police when he read
newspaper accounts of the finding of Scroggin's body in the vicinity.
Carl F. Scroggin was a son of Mr. and Mrs. George Scroggin, who lived in
Lake Fork vicinity, but several years ago moved to Springfield. During
the past year, the parents came to Mount Pulaski and are living in the old
Holden property on North Marion Street. To the old friends and relatives,
George Scroggin is known as "Sant."
Besides his parents, decedent is survived by his wife, Edna, a daughter,
Clara, two brothers, Clell and George Scroggin Jr.; and four sisters, Miss
Alberta Scroggin, Mrs. Gertrude McHenry, Mrs. Violet Bond, and Mrs. Eva
McCurry.
Funeral services were held at the Stuart Street Christian Church in
Springfield at 2 o'clock Tuesday afternoon, March 14, conducted by Rev. A.
O. Hargis, and interment was made in Oak Ridge Cemetery.
