The Baltimore school board has named J. Keith Scroggins to the permanent position of chief operating officer.

Scroggins, who previously headed the Bureau of General Services at the city Department of Public Works, has held the job on an interim basis since June. He replaced Eric Letsinger, who was fired after taking 10 school system and city employees on a fishing trip. Letsinger paid for the trip himself, but there were questions about whether he intended to use public funds before details were made public.

The chief operating officer oversees more than 1,000 employees in departments, including transportation, food services, school police and facilities.

In other action, the school board appointed Barbara Wheeler, an associate superintendent in Cecil County, to the newly created position of deputy officer for academic achievement.

Wheeler's position replaces the job of deputy chief academic officer that was held by Frank DeStefano, who resigned this month. But while DeStefano oversaw only middle and high schools, Wheeler will oversee instruction from pre-kindergarten through 12th grade, said school system spokeswoman Edie House.

System officials did not release the salaries for Scroggins or Wheeler.
