A memorial service will be at 2 p.m. Sunday, Oct. 22, 2006, in Tualatin Presbyterian Church for Glynn Jenovich, who died Oct. 15 of congestive heart failure at age 88.

Mr. Jenovich was born May 8, 1918, in Olympia and was raised in Boise and Portland. He graduated from Jefferson High School. During World War II, he served in the Coast Guard and then was assigned to the Navy in the Atlantic and the Pacific. In 1950, he moved to Tigard. He was a sales manager for several wholesale meat companies, retiring from Lewis Bros. In 1939, he married Maxine Manke.

Survivors include his wife; daughters, Lynn Scroggin and Sherry Nelson; five grandchildren; and 10 great-grandchildren.

Earl Chamberlain -- Momence

Earl B. Chamberlain, 100, of Momence, died Sunday (July 2, 2006) at Momence Meadows Nursing Center in Momence. Visitation will be from 4 p.m. to 8 p.m. Wednesday at Cotter Funeral Home in Momence, where services will be held at 10 a.m. Thursday. Rev. Dave McMillan will officiate.

Interment will be in Kankakee Memorial Gardens. Memorials may be made to Bible Witness Camp or to the Momence Fire Protection District.

Mr. Chamberlain was a lifelong farmer in the Momence area. He was born April 16, 1906, in Momence, the son of Frank and Lucy Burling Chamberlain. His wife, the former Hattie Fieleke, whom he married Sept. 25, 1929, in Momence, died Feb. 3, 1993. He attended the Baptist Church.

Surviving are one daughter, Arlene Scroggins of Kankakee; 1 sister-in-law, Elsie Moore of Momence; five grandchildren, 14 great-grandchildren and 10 great-great-grandchildren.

Tim Scroggins is the newest officer to join SPD.

Tim Scroggins, 32, was recently sworn in and said he's "loving it." He spent five years as a police officer in Woodville working narcotics and also spent a year as a Tyler County Deputy Sheriff.

Scroggins replaces Officer Jeremiah Gunter, who went to work for the Orange County Sheriff's Office.

Scroggins said he came to the Silsbee Police Department for more opportunities.

"It's a little bit bigger town and I always liked this area,"he said.

Since Scroggins worked narcotics in Tyler County, he'll continue doing so here. He said he has always wanted to work in law enforcement. He tried other jobs, but found that police work was the best for him.

He and his wife, Kelli, have an 8-year-old daughter named Peyton.

Police Chief Tommy Bartosh said that Scroggin's law enforcement background and the fact that he's a seasoned police officer made him stand out from the pool of other applicants.

"He has a good track record and he was recommended by several in the criminal justice field," Bartosh said. SPD supervisors also judged applicants on their personality, appearance and knowledge.

"I always supported an aggressive department in drug enforcement to keep our streets clean from illegal drugs. I think he will be an asset in that,"Bartosh said.

The Baltimore school board has named J. Keith Scroggins to the permanent position of chief operating officer.

Scroggins, who previously headed the Bureau of General Services at the city Department of Public Works, has held the job on an interim basis since June. He replaced Eric Letsinger, who was fired after taking 10 school system and city employees on a fishing trip. Letsinger paid for the trip himself, but there were questions about whether he intended to use public funds before details were made public.

The chief operating officer oversees more than 1,000 employees in departments, including transportation, food services, school police and facilities.

In other action, the school board appointed Barbara Wheeler, an associate superintendent in Cecil County, to the newly created position of deputy officer for academic achievement.

Wheeler's position replaces the job of deputy chief academic officer that was held by Frank DeStefano, who resigned this month. But while DeStefano oversaw only middle and high schools, Wheeler will oversee instruction from pre-kindergarten through 12th grade, said school system spokeswoman Edie House.

System officials did not release the salaries for Scroggins or Wheeler.

FLINT (WJRT) - (09/22/06)-- Police say they think they know fired the shot that hit a 10-year-old fourth grader at Dort Elementary School, in Flint. As of right now, however, they say no one is in custody, and there are no warrants for any arrests in the case.

Nearly 24 hours after the shooting, investigators say they still have very little information about what happened.

A neighbor said that she saw the boy, who has been identified James "Coby" Scroggins, playing in his front yard at around 6:30 p.m. She smiled at him and he smiled back, but as she looked down at a book, she heard a gunshot.

"I heard something that sounded like fireworks and then Coby grabbed at his stomach and started staggering toward the car. That's when his brother came running out of the house and told me to call 911," said Alice Bates.

Police confirm the boy was shot one time. It's unknown where the shot came from and where on his body the boy was hit.

Police did say that only one shot was fired.

Jamie Turner says she knows the boy. "Someone called me and told me Coby had been shot. He's such a sweet young boy. Why would someone do something like that?"

The boy was taken to Hurley Medical Center, where he is listed in critical condition.

Coby is Flint's third young shooting victim in as many months.

Back in July, five-year-old NiYauna Jones was killed in a drive by shooting while she was riding in the back seat of a car

Then in August, nine-year-old Victoria Taylor was accidentally shot and killed by her brother's ten-year-old Friend. Taylor, her brother, and the friend were home alone when the Friend got his hands on a loaded shotgun in the house.

Pauline J. Cousins

ROSEBORO — Mrs. Pauline “Polly” Jones Cousins, 80, of Roseboro, passed away peacefully Tuesday, Oct. 3, 2006, in her home following a short battle with cancer. A native of Virginia, she lived most of her adult years in North Carolina. Formerly of Troutman and Windsor, she was blessed with a long and good life, a loving family and many special friends.

She is survived by her devoted husband of 53 years, Charles Cousins of Roseboro; her children whom she adored, Cathy Veal and her husband, Bill, of Aurora, Ill., and Kevin Cousins of Monroe; her special double first cousin who was like a sister, Marian Baughman of Germantown, Tenn.; her sisters-in-law, Becky Jones of Petersburg, Va., Newell Painter of Asheboro, Hilda Cobb and her husband, P.G., of Charlotte, Geneva Hunt of Wendell and Gail Cousins of Knightdale; her brother-in-law, Burrell Cousins and his wife, Nell, of Knightdale; and a number of nieces and nephews.

She was preceded in death by her mother, Susie Webb Jones; father, Donald Bruce Jones; brothers, Wilfred Jones and Bruce Jones; and infant daughter, Claire Cousins.

A graduate of Westhampton College at the University of Richmond, Polly was an elementary school history teacher in the challenging early years of desegregation. She enjoyed teaching, playing bridge, painting, sewing, learning sign language, earning her real estate license, participating in church activities, playing the piano, and following politics and current events. She was a kind and compassionate child of God, who often befriended the underdog and supported worthy causes.

The family will receive guests from 7 to 9 tonight at Butler Funeral Home, 401 W. Roseboro St.

Funeral services will be held at 11 a.m. Saturday at the funeral home with the Revs. Rod Mullens and Carrie Parrish officiating. Burial will follow in Roseboro Cemetery.

FREDERICKSBURG, Va. — Mrs. Geneva Ralls Francis, 72, of Fredericksburg, formerly of Fayetteville, N.C., died Wednesday, Oct. 4, 2006, in her son and daughter-in-law's residence in Fredericksburg.

Born March 1, 1934, in Waurika, Okla., she was the daughter of the late Frank and Sadie Rainwaters Ralls. She was the wife of the late Thomas G. Francis Jr., whom she was married to for 50 years and predeceased her on June 29, 2002.

She was retired from the Maryland State Department of Corrections, having worked with Juvenile Services.

Surviving are her son, Robert G. Francis of Fayetteville; son and daughter-in-law, retired Col. Thomas G. Francis III and Anita Francis of Fredericksburg; daughter and son-in-law, Judy L. and Doug Leese of Hanover, Pa.; brothers, Earl and Cletus Ralls of Waurika; 12 grandchildren; and four great-grandchildren.

She was predeceased by siblings Vernice, Christine, Wanita, Bob and Marvin.

A funeral service will be held Saturday in Pritts Funeral Home & Chapel, 412 Washington Road, Westminster, at 11 a.m. with the Rev. Richard Shamer of Zion United Methodist Church officiating. Interment will be in Deer Park Cemetery, Smallwood.

Layton A. West

SPRING LAKE — Mr. Layton Allen West, 70, of Spring Lake, died Wednesday, Oct. 4, 2006, in his residence.

Mr. West owned and operated Layton's VW for most of his life. He was a member and associate pastor of Crossroad Community Church. He was active in mission work and assisted with Meals On Wheels in Moore County. He also served in the Army during the Cuban Missile Crisis.

Funeral services will be held Saturday, Oct. 7, 2006, at 2 p.m., officiated by the Revs. David Bibey, Jerome Pope and Bynum Mauney in Crossroad Community Church in Carthage. Interment will follow in Lafayette Memorial Park in Fayetteville.

Mr. West is survived by his wife, Iva Marie West; a son, Layton Allen West Jr. and his wife, Dana, of Broadway; two daughters, Amanda Jean Fink and her husband, Robert, and Carla Marie Emmons and her husband, John, all of Spring Lake; four brothers, Graham W. West and Dwight W. West, both of Spring Lake, Bruce E. West of Lillington and Roy W. West of Kentucky; a sister, Annie M. Williams of McIntosh, Ala.; and seven grandchildren, Jessica Emmons, Taylor West, Robby Fink, Matthew Fink, Justin Emmons, Dean Emmons and Layton “Al” West III.

The family will receive friends at Adcock Funeral Home in Spring Lake from 7 to 9 tonight.

Edward W. O'Neal

Mr. Edward Warren O'Neal, 82, of Fayetteville, passed away Wednesday, Oct. 4, 2006. He was born Aug. 2, 1924, in Hamlet.

Ed was a veteran of the Army Air Corps, serving in the Phillipines in World War II. Ed and his wife, Eldred, were the original owners of the Country Kitchen Seafood Restaurant and enjoyed meeting and serving their friends and customers for many years. He was employed by Canada Dry Bottling Co. before opening the restaurant and was an avid fisherman.

He was preceded in death by his wife, Eldred Randolph O'Neal; his parents, P.C. and Edna O'Neal; and a brother, Robert L. O'Neal.

Survived by: Son, Robert E. O'Neal; daughters, Cheryl O'Neal Long and Beth O'Neal Scroggins; grandchildren, Tracy Driggers, Matthew Driggers, Brian O'Neal, Bradley O'Neal, Lauren Scroggins-Kuhns, Christopher Scroggins and Johnny Long; great-grandchildren, Cory Driggers and Cristiana Scroggins; a special brother-in-law, Stanley Randolph; and many nieces and nephews.

WILLIAMSTOWN - Albert Everett Lawrence, 86, was a soil conservation technician for the U.S. Department of Agriculture; a farmer; member of Shiloh Baptist Church, Corinth, and Disabled American Veterans; a World War II veteran and recipient of the Purple Heart. GOODLETTSVILLE, Tenn.

Floyd Cecil ?Jack? Scroggin, of Goodlettsville, Tennessee, formerly of Hot Springs, born December 16, 1923, in Damascus, Arkansas to Floy Stell and William Paul Scroggin, died in Murfreesboro, Tennessee, September 27, 2006, after a long illness with Alzheimer?s. Mr. Scroggin served in the Coast Guard from October 29, 1942 to March 14, 1946. He was awarded the Good Conduct Medal. He joined the Arkansas State Police on February 16, 1948. Mr. Scroggin received a commendation in 1970 following an uprising in Cummins Prison on November 21 and 22 of that year. On September 20, 1982, he received the Departmental Distinguished Service Award. Additionally, through the years, the Arkansas State Police received many letters of praise from citizens for his help and service to the community. After a distinguished career, he retired from the Arkansas State Police on December 31, 1982. He was a Sergeant of Troop K in Hot Springs. He was a member of the Church of Nazarene in Hot Springs, Arkansas. Jack possessed a loving and jovial personality and will always be remembered with admiration, honesty, affection and love.

He leaves to cherish his memories, his wife, Ruth Haywood Scroggin, married since April 30, 1988; daughter and son-in-law, Jacqueline (Jackie ) Sue and Leon Schochet of Goodlettsville, Tennessee; step-daughter and step-son-in-law, Donna and Bill Freeman of Katy, Texas; step-son and step-daughterin-law, Dwayne and Jan Lansdowne of Hot Springs; three sisters, Pauline Short of Wichita, Kansas, Thelma Gene Hatcher of Highlands, Texas, and Rosemary Martin of Sherwood, Arkansas; two brothers, Robert William Scroggin of Tampa, Florida and James Paul Scroggin of Little Rock, Arkansas; and a step-mother, Maggie Howe Scroggin of Sherwood, Arkansas. He was predeceased by his first-wife, Mary Lois Scroggin (June 18, 1985 ) and his son, Robert Stephen Scroggin (October 14, 2003 ) of Mesquite, Texas.

Visitation will be 2-4 p. m. Sunday, October 1, 2006, at Gross Funeral Home. The funeral service will be held at Gross Funeral Home Chapel by his cousin, Reverend Dr. Earl White on Monday, October 2, 2006, at 10: 30 a. m. Pallbearers will be the Honor Guard of the Arkansas State Police. Burial will be in Crestview Cemetery. Floyd Cecil (Jack) Scroggin, 82, of Goodlettsville, Tenn., formerly of Hot Springs, died Wednesday, Sept. 27, 2006. He was in the Coast Guard, was in law enforcement and retired from the Arkansas State Police. He was a member of the Church of Nazarene in Hot Springs.

Survivors include his wife Ruth Haywood Scroggin; daughter Jacqueline Sue Scholine and husband Leon of Goodlettsville, Tenn.; step-daughter Dona Freeman and husband Bill of Katy, Texas; step-son Dwayne Lansdowne and wife Jan of Hot Springs; sisters Pauline Short of Wichita, Kan., Thelma Gene Hatcher of Highlands, Texas, and Rosemary Martin of Sherwood; brothers Robert William Scroggin of Tampa, Florida, and James Paul Scroggin of Little Rock; and step-mother Maggie Howe Scroggin of Sherwood.

He was preceded in death by his first-wife Mary Lois Scroggin and son Robert Stephen Scroggin.

The funeral service was held Monday, Oct. 2, at Gross Funeral Home Chapel. Burial was in the Crestview Cemetery.
