Donald R. Scroggins, 72, former Muncie Chief of Police and former Chief Deputy Sheriff, died suddenly of heart failure early Wednesday morning at IU Health Ball Memorial Hospital from heart failure related to complications of Type II Diabetes. He passed peacefully and was surrounded by his family and friends.

Mr. Scroggins was born in Muncie, the son of Robert and Alverta Johnson Scroggins, graduated from Muncie Central High School, and spent his entire life in the area. He comes from a family dedicated to public service, with many of his siblings and relatives holding high-level leadership roles on the local police, sheriff and fire departments, including his nephew, Mike Scroggins, the current Delaware County Sheriff, whom Don mentored throughout his career. Mr. Scroggins, a well-known and highly respected public official in his own right, dedicated nearly his entire life to the service and protection of the people of Muncie and Delaware County, serving nearly 40 years with local law enforcement agencies during his distinguished career. He was appointed to the Muncie Police Department June 15, 1960 as a patrolman, was quickly promoted to detective sergeant, and was the youngest officer to be named captain of detectives. Scroggins then served as training captain, and in 1970, was appointed Deputy Chief of the Muncie Police Department by then Chief Cordell Campbell. In 1983, then Mayor James P. Carey, appointed Scroggins as Chief of the Muncie Police Department, where he served for more than eight years and led the department through several difficult and high-profile cases. Scroggins also served as Chief Deputy Coroner of Delaware County and President of the Fraternal Order of Police, where his vision and leadership resulted in modernization of the FOP facility and grounds during his tenure. Following his retirement from the Muncie Police Department, Scroggins served on the staff of the Delaware County Prosecutor's Office as an investigator and then was appointed as Chief Deputy of the Delaware County Sheriff's Department where he served for more than 10 years. In addition to his inherent ability to lead and motivate people and his well-known sense of humor, Scroggins was a highly trained officer and police administrator. He was a graduate of the administrator officer and advanced administrator officer programs at the Southern Police Institute at the University of Louisville. Scroggins also had training in explosive control, narcotic and dangerous drugs, death investigation, public safety and many other related programs. His dedication to his profession and excellence in service were widely recognized as he received more than 30 commendations and awards. Scroggins was most proud to be a recipient of the J. Edgar Hoover Memorial Award for Distinguished Public Service and for being named Sagamore of the Wabash by Governor Evan Bayh. Scroggins was a member of High Street United Methodist Church, Delaware Lodge #46, F&AM, Scottish Rite, Valley of Ft. Wayne, was past president and member of the Fraternal Order of Police, and was involved in several other local organizations.

Surviving are his wife of more than 23 years, Betty Ann Scroggins [35351:J, fb]; three sons, Eric Scroggins [30185:J, fb] (wife, Jennifer [30186:J, fb]  and sons, Ethan [] and Finn []), Kevin Scroggins [52639:J, fb] (wife, Jessica [52640:J, fb] and daughter, Kendra [52846:J]), and Tony Scroggins [37472:J, fb] (children, Abigail [] and Bryce []-mother, Bobbi Turner []); his sister, Shirley Hale [17331:J] (husband-Fred [17327:J]); two brothers, Bobby Scroggins [35352:J] (wife-Marilyn [35353:J]), and Gene Scroggins [35354:J] (wife-Mary Lee [35355:J]); niece, Diana Bonn []; and sister-in-law, Anita Dailey []; as well as several other nieces, nephews, and cousins. He was preceded in death by parents, a sister, Pauline Flowers [35356:J], and two brothers, Glenn Scroggins [34620:J] and William Scroggins [35702:J].

Services will be held at 10 a.m. Monday in High Street United Methodist Church with Rev. Dale Mendenhall officiating. Burial will follow in Elm Ridge Cemetery.

Family and friends may call at The Meeks Mortuary and Crematory, Washington Street Chapel, from 2-6 p.m. Sunday or at the church one half hour prior to service time on Monday. Delaware Lodge #46 will conduct a memorial service at the mortuary at 5 p.m. Sunday.
