A 20-year-old has been charged in last week's shooting death of a Richmond man.


Louis W. Scroggins, of the 2500 block of Nine Mile Road, was arrested in the Aug. 20 killing of 49-year-old Melvin C. Moss, police said.


Moss, of the 1200 block of North 23rd Street, was shot in the chest Friday afternoon while inside a residence in the 1100 block of North 24th Street. He was declared dead soon after arriving at Medical College of Virginia Hospitals.

Scroggins -- also known as "Dog" -- has been charged with using a firearm in committing a felony. Scroggins is being held in the City Jail in lieu of $150,000 bond.


He has asked that an attorney be appointed to represent him. He is due in General District Court Sept. 16
