BILL R. SCROGGINS [46564], 56, of Surfside Beach, S.C., formerly of Memphis, photographer, died of lung disease Monday in Durham, S.C. Services will be at 11 a.m. Thursday at Surfside Methodist Church, where he was a member, with burial in Belin Cemetery in Murrells Inlet, S.C. Goldfinch Funeral Home in Myrtle Beach, S.C., has charge. He was an Army veteran, a graduate of University of Memphis and a member of Sigma Chi fraternity and American Press Photographers Association. Mr. Scroggins , the h usband of Diana Y. Scroggins [46565, fb], also leaves a daughter, Laura Carr [fb]; a son, Stephen Carr [fb]; a sister, Rosa Moon, and two brothers, Chalmas Scroggins [34621] and William Scroggins [tba] . The family requests that any memorials be sent to the Heart and Lung Fund at Duke Medic al Center in Durham, N.C.

Bill Scroggins, a veteran photographer for The Sun News, died Monday after suffering from a lung condition that had put him on a list for a transplant. He was 56.

Scroggins had been waiting since July for a transplant to be done at Duke University Medical Center. Three times, he had been prepped for a new lung, but each time the lung was not the right size or judged to be inadequate.

He was moved to a nursing home last week to get full-time care because of his failing lungs. He died after being transferred to Durham Regional Medical Center Monday morning.

Scroggins had suffered from pulmonary fibrosis, a type of scarring that causes a reduction in lung capacity.

His wife, Diana, said Monday that his lungs just stopped working.

''Bill Scroggins was just simply one of the nicest people I've known,'' said Sue Deans, editor of The Sun News. ''He was always willing to do what needed to be done and did a good job of it.''

Scroggins joined The Sun News in 1978, moving from Columbia where he was a photographer for The State newspaper for five years. He was graduated from Memphis State University with a bachelor of science degree in journalism.

Funeral arrangements were incomplete Monday and will be announced by Goldfinch Funeral Home, beach chapel.
