Velma I. Scroggins was born July 18, 1932, in Beaver, Ark. She moved to Portland in 1955, and was a homemaker. She moved to Gresham in 2001. In 1965, she married Harold J.
Survivors include her husband; son, Robert; sisters, Mickie Thew and Melba Foster; brothers, James Kenney, Rickie Scroggins and Truman Scroggins; two grandchildren; and seven great-grandchildren.
